The MLO is standalone map data, so it doesn't care whether you run ESX, QBCore, Qbox or no framework at all — pair it with your impound or garage script of choice (qb-impound-style flows, ox-based garages, custom tow jobs). Setup: drop the resource in, ensure it in server.cfg, install the shared wxmaps_commons dependency, restart. All three locations stream in optimized, with no measurable resmon footprint — it's an interior, not a script.
